Movie Story : The New Founding Fathers of America launch an experiment to lower the nation's crime rate below one percent for the rest of the year. They test the theory that letting people vent their aggression for a single night will work, choosing one isolated community on Staten Island as the trial site. When the violence of the oppressors collides with the fury of residents who refuse to be victims, the unrest spills beyond the city's borders and threatens to engulf the entire country.
